2. Notwithstanding the provisions of the preceding paragraph, the manning by an airman required under the preceding paragraph may not be necessary when an airman who is engaged in other duties can carry out the respective duties listed in the “Duties” column of the Table under the said paragraph, and the performance of his own duties are not adversely affected by said activities.

 

(Documents to be carried by Airman)
Article 67. Any airman shall, whenever in performance of his air navigation duties, be in possession of a competence certificate.

 

2. Any member of a flight crew of an aircraft shall, whenever he performs his functions on board an aircraft, be in possession of both an aviation medical certificate and a competence certificate.

 

(Standards of Crew Assignment)
Article 68. No person who manages an air transport service shall permit any airman to act as a member of the flight crew of an aircraft used in the service unless the crew assignment schedule is made in accordance with the standards specified in Ordinances of the Ministry of Transport.

 

(Recent flight Experience)
Article 69. No member of a flight crew (any person who engages in air navigation service on board an aircraft, hereinafter the same shall apply,) shall engage in the operation of an aircraft which is used for an air transport service, or make an instrument or night flight, or conduct pilot flight instruction under paragraph 2 of Article 34, unless he has the required flight experience within a recent specified period as may be stipulated in Ordinances of the Ministry of Transport.

 

(Intoxicants, Narcotics, etc.)
Article 70. No member of a flight crew shall engage in the air navigation service while he is under the influence of alcohol or drugs or other chemical agents which impairs in anyway his ability to perform normal operation of an aircraft.
